Overview:
In February 2004, CARB passed rules governing the pollution control retrofits and engine phase out of Transportation Refrigeration Unit Generator Sets. These rules became effective December 10, 2004 and are located in Title 13 California Code of Regulations 2477. The rules can be downloaded at:

MINIMALLY, these regulations require that on or before January 31, 2009 owners/operators of all California based TRU gen-sets to apply for an ARB identification number. Further, there are tables noting when TRU gen-set engines must be retrofitted with pollution control equipment or changed out with engines employing newer pollution technology to meet increasingly strict emission requirements.
ARB has scheduled a series of workshops to help the regulated public understand these requirements. The Bay Area TRU meeting will be held on June 14 th at the U.S. Food Service 300 Lawrence Drive, Livermore, CA 94550. Other sessions are planned for El Monte 6/22 and San Diego 6/23. Separate notices will be posted by CARB on each.
Agenda for Livermore meeting:
- From 9:00 to 11:00 AM a regulation training and Q&A session will occur. Questions on the training session may be addressed to Mr. Rod Hill CARB at 916-323-0440 or rhill@arb.ca.gov.
- From 1:00 to 4:00 PM a work group compliance strategy discussion will take place. Questions on the work group event may be directed to Mr. Tim Lundell at 925-551-7300 or by e-mail to tim@cdms.com .
Why should you be interested in a meeting on regulations that do not require action until 2009? The answer is that these regulations include opportunities for extensions of engine change outs if appropriate retrofits with “VDECs” (verified diesel emission control devices) are installed early. The regulations also have opportunities for alternate compliance strategies which may apply and should be discussed, understood and potentially explored.
